Mr. Micheal E.P. Davis
President, CEO
Mr. Davis is the CEO and President for Davis-Paige Management Systems, LLC. He established the company in 2000, and has spearheaded its upward development to a multi-million dollar Federal and commercial government contract.
Mr. Davis joined the U.S. Army as a private and decided early during his career that he wanted to pursue becoming an officer. He attended Officer Candidate School and was promoted to Lieutenant Colonel (LTC) before retiring with 26 years of service. LTC (R) Davis twenty-six years in the U.S. Army in various leadership and management positions as commander, product, and program manager in operational, research, and development and acquisition jobs. During his career in the military LTC (R) Davis also served as the Deputy Program Manager, Joint Program Office Biological Defense. He was responsible for development, acquisition, production, and sustainment of the DoD Biological Detection systems with a budget in excess of $560M; he also served as Executive Officer to the Military Deputy and the Assistant Secretary of the Army, Research, Development and Acquisition (RDA), in Washington D.C., and several other positions of authority to include: Regimental Chemical Officer and Commander of 87th Chemical Company, 31st and 33rd Chemical Companies. He is certified as the On Scene Commander for Nuclear, Biological, and Chemical incidents or accidents.
Mr. Ralph G. Wooten
Executive Vice President
Mr. Wooten has over 25 years of experience in planning and execution of complex, large budget government and commercial programs and projects. Mr. Wooten is recognized as a renowned subject matter expert in environmental compliance, pollution prevention, environmental remediation, Nuclear, Biological and Chemical and weapons-of-mass destruction operations. His civilian corporate career includes Management of large material management and control of multi-million Department of Defense programs. He served 31 years in the U.S. Army and retired as a Commanding General. During his military career he crafted strategic vision, formulated operations plans, developed investment strategies, controlled facilities and equipment, executed multi-million dollar budgets, and provided leadership, direction and advocacy to human resources numbered in the thousands, and corporate management to major military installations.
Mr. Sterling Wafford
Director, Operations/Program Manager
Mr. Wafford is a retired Lieutenant Colonel who spent over 22 years in a variety of command and staff assignments. He was commissioned in 1976 as a Field Artillery Officer upon completion of the ROTC program at Arkansas State University where he majored in Accounting. He holds a Master Degree in Business Administration from Webster University and a graduate of the Command and General Staff College. Prior to assuming his position with Davis-Paige Management Systems, LLC in July 2002, Mr. Wafford spent over 10 years in the Pentagon working with Deputy Chief of Staff of Operations, System Integrator for Field Artillery Systems, and the Army Inspector Generals Office. Career highlights include service with the Environmental Test Center, Panama, 1st Cavalry Division and work in the Pentagon.
Ms. Loretta P. Williams
Director, Human Resources and Administration
Ms. Williams is the Human Resources (HR) Director for Davis-Paige Management Systems, LLC. Ms. Williams has over twenty years of experience in human resources, financial analysis, and administrative support. She provided direction and oversight for all human resources programs and activities including corporate staffing, employee relations, benefits, compensation, policy and procedures development and implementation, and HR related proposal preparation support. Prior to joining Davis-Paige Management Systems, she was the Director of Corporate Staffing for a world-wide Information Technology (IT) services provider employing 1400 employees at 55 sites with annual revenues of $120+ Million. She provided leadership, support, advocacy, and vision to a team of high-tech corporate recruiters responsible for the domestic and international staffing support to Hiring Managers world-wide. Ms. Williams has demonstrated expertise is in human resource management, recruiting, HR policy development, project management, training/facilitating, administration, proposal preparation support, and communications.
Mr. Michael E. Freeman
Director, Business Development
Mr. Freeman is an experienced professional that transitioned to the private sector in 1999 from the US Army where he served 27 years and retired as Colonel in the Aviation Branch. His last active duty assignment was as the Sr. Mil. Asst. to the SecArmy with a short detail to the SecTrans, Dept. of Transportation. During his tenure in the military, he served in numerous staff, operational and tactical assignments within the US and overseas. He served as commander of the Avn. Bde., 25th Inf. Div., Schofield Barracks, HI. Also, he served in combat as the Bn. Cdr., 2-158th CH-47 Bn., 6th Cavalry Bde., Ft. Hood, TX. He was commissioned through the Army ROTC program at Tuskegee Institute home of the Tuskegee Airmen, where he participated in the Army ROTC Flight Program. Holds both a BS and Masters degree in Business Management and is a graduate of the ICAF and the DSMC.
After serving our nation in the military, he has been employed with both large and small defense contractors ranging from one of the top 10 Defense Contractor’s to a small start-up SDVOSB, in senior level positions with increased responsibility associated with each assignment.
Mr. Donald Edwards
Senior Public Safety Analyst
Mr. Edwards serves as a senior level Public Safety subject matter expert for Davis-Paige Management Systems, LLC. Prior to joining Davis-Paige Management Systems, Mr. Edwards served as the District of Columbia (DC) Fire Chief, Fire & EMS Department. He was the director of the department that provided fire suppression, emergency medical services, fire prevention services, technical rescue service, and public safety education. The department included 1,828 full-time positions. He was responsible for developing and managing an operating budget of $111 million and a capital budget of $8.5 million; and he developed and implemented policies and procedures for all department activities consistent with the goals and objectives established by the DC Mayor and the City Council. He served as the primary fire code enforcement official; the Local Emergency Planning Chairperson (LEPC); and as the rotating Chairperson for the Metropolitan Washington Council of Governments (COG) Fire Chief’s Committee. Mr. Edwards performed the full range of duties as Fire Chief necessary to ensure that the organization achieved its mission effectively and efficiently by administering and adhering to all rules, regulations, guidelines, and applicable standards.

Ms. Singleton serves as the Quality Control Manager for Davis-Paige Management Systems, LLC. She is responsible for all federal contractual requirements valued at more than 70 millions dollars. She has over 15 years of Quality Systems Management experience specializing in Lean Six Sigma. For the past 7 years, she has taught at Strayer University’s School of Business. She teaches various Business, Sociology, and Psychology courses. Also, she has been a “citizen Soldier” for the past twenty years. She is currently supporting our nation as a Finance Officer. She has deployed in support of the Gulf War and the Global War on Terrorism (Operation Enduring Freedom- Iraq).
