Procurement, Contracting and Acquisition Support


Job Title:   CONTRACT SPECIALIST LEVEL II & III

Clearance:   Top Secret Security Clearance, with SCI eligibility

Successful Candidates must have a Bachelors degree plus six or more years of business related experience, of which at least three in a specialized area. If a Masters Degree, two years of related experience is required, with NO degree, ten years of experience with at least five in a specialized field. Experience will include” drafting moderate to complex, non routine contractual instruments, knowledge of contracting concepts, applicable public contract acquisition regulations, internal and external negotiations. A strong working knowledge of Federal Acquisition Regulations and General Services Administration; experience in performing work in accordance with Federal law, departmental regulations, (i.e., DOD) and procedures applicable to the acquisition process and contracts administration. Key duties and responsibilities will include, but is not limited to the following: Perform cradle to grave functions on various contract types to include: Draft synopses, requests for proposals, award documents for both negotiated competitive procurements and sole source procurements; cost/price analyses of contractors’ proposals and market research. Must possess working knowledge of Microsoft software programs; working knowledge of Procurement database system-Defense Desktop (PD2) or SPS and a Level II Contracts certification by Defense Acquisition Workforce Improvement Act (DAWIA) is a must.

Successful Candidates must have Bachelors plus four or more years in business or related experience or if a Masters degree, four years of experience, with NO degree, eight years of experience with at least four years in specialized field. Knowledge of contracting concepts, applicable public contract acquisition regulations, experience includes strong analytical and communication skills and good internal and external negotiation skills. A strong working knowledge of Federal Acquisition Regulations and General Services Administration; experience in performing work in accordance with Federal law, departmental regulations, (i.e., DOD) and procedures applicable to the acquisition process and contracts administration. Candidate will provide Contract Specialist support services to The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grant Office. Candidate must process a minimum of seven to ten years government contract administration experience; with a strong working knowledge of Federal Acquisition Regulations. Acquisition planning, pre-solicitation, solicitation, pre award, post award and general acquisition activities must be conducted according to FAR. Successful candidates must perform work in accordance with Federal law, departmental regulations, (i.e., Department of Commerce, NOAA) and procedures applicable to the acquisition process and contracts administration; and perform cradle to grave functions on various contract types to include: Draft synopses, requests for proposals, cost/price analyses of contractors’ proposals and market research. Strong candidates will have working knowledge of CSTARS, and Microsoft software programs is a plus.
