Job Title:   CONTINUITY OF OPERATIONS PLAN CONSULTANTS

The selected candidate will have demonstrated experience in the development of continuity of operations plans that ensure the continuance of all essential services in the event of a disaster or disruption of services. The candidate will be expected to routinely interface with clients as the primary point-of-contact for DPMS and provide subject matter expertise support in a team-oriented environment.  Consultants must be thoroughly familiar with all policies, programs, and issues that have an impact on all levels of emergency management at the Federal, state, and local level.  This includes any Presidential Directives (PDs), National Security Presidential Directives (NSPDs), DoD directives, policies, or plans, and any DHS directives that impact Consequence Management and Homeland Security issues.  Specific knowledge of or experience with the following federal guidance documents for establishing Continuity of Operations Plans (COOP) is required:

  • Homeland Security Presidential Directive (HSPD) 20: National Continuity Policy, May 9, 2007. (Same as NSPD-51)
  • Federal Continuity Directive 1 – Federal Executive Branch National Continuity Program & Requirements (FCD 1), February, 2008 (Supersedes FPC 65)
  • Federal Continuity Directive 2 – Federal Executive Branch Mission Essential Function (MEF) & Primary Mission Essential Function (PMEF) Identification and Submission Process (FCD 2), February, 2008.
  • SECNAV Instruction 3030 4B – Department of the Navy Continuity of Operations (DON COOP) Program, 8-Dec-2006
  • DoD Directive 3020.26 – Defense Continuity Program, September 8, 2004.

Qualifications:

  • Bachelor’s Degree and 15 years of related experience required; or a Master’s Degree with course work in emergency management or related fields and 7 years of experience.
  • Experience in any of the following areas is required: emergency management, interagency and intergovernmental coordination, disaster preparedness planning, infrastructure protection, public health services, and operations/ command experience in public safety (law enforcement, fire suppression, hazardous materials response, and emergency medical services).  Experience in the DoD emergency management arena is required with specific experience in Department of the Navy emergency management programs desired.
  • Specific experience required in emergency management operations in a hospital environment desired.
  •  Prior COOP planning, training, and testing experience with local, state, or Federal governments required.
  • Demonstrated knowledge, skills, abilities and experience with emergency management programs for Federal, state and local governments with a focus on the all-hazards approach.
  • Experience in developing and executing emergency preparedness exercises compliant with the Homeland Security Exercise and Evaluation Program (HSEEP) .
  • Excellent written and oral communications skills.
  • Strong interpersonal skills required for team oriented task environment.
  • Must be proficient in MS Office applications (Word, Excel, PowerPoint)
  • Must be organized, detail oriented, and have ability to prioritize and multi-task
  • Ability to work under strict deadlines in a fast-paced environment.

 

Job Title:   Emergency Management & Homeland Security Consultants

Clearance:   Secret Security Clearance

The selected candidate will participate in all phases of the development and the execution of emergency preparedness exercises with particular focus on Department of Defense installations. This will include vulnerability assessments, installation/facility plans review, and capability assessments related to all phases of emergency preparedness, consequence management, and exercise programs. The candidate will be expected to routinely interface with clients as the primary point-of-contact for DPMS and provide subject matter expertise support in a team-oriented environment. Consultants must be thoroughly familiar with all policies, programs, and issues that have an impact on all levels of emergency management at the Federal, state, and local level. This includes any Presidential Directives (PDs), National Security Presidential Directives (NSPDs), DoD directives, policies, or plans, and any DHS directives that impact Consequence Management and Homeland Security issues.

  • Bachelor’s Degree and 10 years of related experience required; or a Master’s Degree with course work in emergency management or related fields and 6 years of experience.
  • Experience in any of the following areas is required: emergency management, interagency and intergovernmental coordination, disaster preparedness planning, infrastructure protection, public health services, and operations/ command experience in public safety (law enforcement, fire suppression, hazardous materials response, and emergency medical services).  Experience in the DoD emergency management arena is desired but not required.
  • Experience in developing and executing emergency preparedness exercise compliant with the Homeland Security Exercise and Evaluation Program (HSEEP) .
  • Experience in development/execution of WMD exercise programs.
  • Excellent written and oral communications skills.
  • Strong interpersonal skills required for team oriented task environment.
  • Must be proficient in MS Office applications (Word, Excel, PowerPoint)
  • Must be organized, detail oriented, and have ability to prioritize and multi-task
  • Ability to work under strict deadlines in a fast-paced environment.
  • Ability to travel on occasion both CONUS/OCONUS
  • Must have the ability to obtain and maintain a Secret security clearance.
